‘옥천신문은...

1989년 주민들이 직접 회사의 주인이 되는 군민주 회사로 창간한 옥천신문은 옥천군을 주된 배포지역으로 하는 지역 주간 신문사이다.

한국 지역신문업계에서는 처음으로 특정 개인이나 단체가 회사의 지분을 일정부분 이상 소유할 수 없는 형태로 설립된 옥천신문은 그 결과 창간 후 21년이 지난 지금까지 편집의 독립성과 자율성이 가장 모범적으로 실현되는 언론사라는 평가를 받아왔다.

지역사회 공공성에 기초한 옥천신문의 이 같은 소유형태는 전국을 배포 대상으로 하는 거대 신문사들이 대기업과 특정 개인에 의해 소유되며 보도와 관련해 각종 사회적 문제를 야기했던 사례와 비교되며 한국사회 대안언론의 한 전형으로 평가받고 있다.

신문사 경영을 책임지는 옥천신문 이사회는 지역에서 활동하는 노동조합 대표, 중소자영업자, 법조인, 개인 등이 이사(10명)로 참여하고 있으며 신문제작을 책임지는 편집국은 공개모집을 통해 채용된 취재기자 5명, 편집기자 2명, 편집국장 1명 등으로 구성돼 있다. 편집국의 국장은 편집국 성원들이 비밀투표로 선출하며 선출된 국장의 임기는 2년이다.

옥천신문은 지역주민의 평범하고 따뜻한 일상을 소개하는 기사부터 자치단체 행정을 비판ㆍ감시하는 기사까지 지역에서 일어나는 다양한 사안들을 16면(대판 기준)의 지면을 통해 소개하고 있다. 또, 해마다 지역과 국내는 물론이고 해외 현지 취재를 통해 지역사회에 장기적인 전망을 제시하는 선진사례들을 독자들에게 제공하고 있다.

한편, 옥천신문은 대한민국 정부가 전국의 우수 지역신문을 대상으로 경영과 취재보도를 지원하는 법률인 지역신문발전지원법이 제정된 2005년부터 2010년 현재까지 매해 우수 지역신문으로 선정되기도 했다.  

The introduction of <The Okcheon Shinmun>

<The Okcheon Shinmun> was founded in 1989 as a local corporation in which the county residents are the direct owners of the company. <The Okcheon Shinmun>is published weekly at Okcheon-gun, Chungcheonbuk-do, Korea.

<The Okcheon Shinmun> was the first Korean newspaper to be organized such that one party cannot own more than a certain share of stakes in the company. As a result, has been evaluated as the best model in maintaining the independence and autonomy of news reporting, for the twenty-one years since its foundation.

The local public ownership of <The Okcheon Shinmun> is often contrasted with the case of larger and more widely circulated Newspapers, which are owned by large companies or particular individuals, and have raised social problems. Moreover, it is appraised as a model of alternative mass media in Korean society.

At present, ten directors who are working in the local area as a president of labor union, a lawyer, a small business owner, and individuals are responsible for company management. In addition, there are five journalists, two editors and one editor-in-chief. The editor-in-chief is elected by journalists every two year, by secret ballot.

<The Okcheon Shinmun> has reported a wide range of news from news of local people’s daily life to news of criticizing and monitoring the administration of local government. Moreover, in order to provide the future prospects to the local community, examples from foreign countries are reported every year.

Every year, <The Okcheon Shinmun> has been selected as an outstanding local newspaper, and has received funding from the Korean government for reporting and management, since the Local Newspaper Support Act was enacted in 2005.
